Certificate Attestation in Qatar (MOFA): What Is Covered, Who Qualifies and Where to Go
Certificate attestation by the Ministry of Foreign Affairs in Qatar is the service that adds legal status to personal status documents. It is for documents that will be used outside the State of Qatar. If you hold a personal status document and you need it to carry legal status outside Qatar, the MOFA pages describe a defined scope, an eligibility chain, and two channels for reaching the service. The rest of this guide stays inside what those pages verify.
This guide covers only what was verified on the MOFA pages opened for this topic. It does not cover the full fee schedule, online steps, or document lists for each category, because those were not verified on the pages opened. It also does not cover foreign degrees or commercial documents. Some other guides present MOFA attestation as the final step for documents to be used in Qatar, for employment or family visas. The MOFA pages opened here frame it the other way: they describe adding legal status to documents for use outside the State of Qatar. This guide follows the MOFA pages and does not present the outside-Qatar service as the in-Qatar chain.
What attestation does
The MOFA service described on the Certification of Maturity page aims to add legal status to personal status documents for use outside the State of Qatar, which include all documents pertaining to individuals. That is the core scope stated on the page: personal status documents, for use outside Qatar.
The Document of Deposit page and the Guarantee Document page repeat the same outside-Qatar scope and describe the kinds of material covered in the same terms. The scope described there includes letters issued by government agencies to employees, including Qatari citizens or residents contracting with them, and letters from institutions under government supervision. It includes letters from diplomatic missions accredited to Qatar. It includes citizens’ own letters attested by the Ministry of Justice, the Supreme Judicial Council, or the Ministry of Interior. It includes letters of introduction, clearance, or non-objection to residents from companies or institutions with membership in the Qatar Chamber, the Ministry of Social Development and Family, or the Ministry of Commerce and Industry. It also includes employment contracts with residents, partnership contracts, and related employee paperwork.
Read that scope as the boundary of the service as described on the opened pages. If your document does not fall in the personal status scope described above, this guide does not confirm that MOFA attestation applies to it. Do not assume a document type is covered because it appears in another guide. The pages opened here do not give a separate list of required documents for each category, and this guide does not invent one.
Who can have a document attested: seals, true copies and refusals
Eligibility on the opened MOFA pages turns on seals and signatures. The document must include seals and signatures, both live and ending with a seal and signature from Qatari missions abroad or foreign missions accredited to the Department of Consular Affairs. That chain is stated as the eligibility requirement on the pages opened. A document that does not carry that chain does not meet the requirement as stated.
Governmental authorities in Qatar are competent for attesting copies of documents they issued. The pages describe those as true copies. In other words, the authority that issued a document is the authority competent to attest a copy of it, under the wording on the MOFA pages.
The Department of Consular Affairs will refrain from attesting any document submitted for legalization that violates regulations in force in Qatar. That refusal rule is stated on the opened pages. It is a clear limit: a document that violates regulations in force in Qatar will not be attested, even if it is submitted for legalization.
The seven civil documents with a verified fee
One fee figure was verified on the opened MOFA pages, and it applies only to a closed list. The Document of Deposit page states: “The fee is 100 QAR for each of the following civil documents: General power of attorney; Special power of attorney; Surety deed; Property Sale Contract; Property Lease Contract; Mortgage Contract; Trust deposit deed.”
That QR100 figure is verified only for those seven listed civil documents. Do not generalise it to all document types. No fee for any other document type is stated in this guide, because no other fee was verified on the opened pages. The Certification of Maturity page and the Guarantee Document page state no fee. If you are told a fee for an academic certificate, a birth or marriage certificate, a commercial document, or any other type, do not treat it as verified on the basis of this guide. The full fee schedule was not verified on the pages opened and is not included here.
Where to go and how to get help
The MOFA pages give two channels. The first is the website, www.mofa.gov.qa. The second is the Department of Consular Affairs building, open Sunday to Thursday from 7:30 a.m. to 1 p.m. Those are the channels stated on the opened pages. This guide does not add a service-centre list, because no service-centre list was verified on the pages opened.
For help, the pages give two contacts. The Government Contact Center is 109, available 24/7. The Department of Consular Affairs, Attestation Department, is 40111188. Use those contacts for questions about the service as described on the MOFA pages. This guide does not add other phone numbers or help routes, because no others were verified on the pages opened.
The electronic route for two document types only
MOFA has launched electronic attestation services through its website, but the launch news item covers only two document types. The first is the police clearance certificate issued by the Ministry of Interior. The second is educational certificates issued by government schools and authenticated by the Ministry of Education and Higher Education. No other document type is covered by that electronic route on the basis of the news item opened.
Under the electronic route as described in the news item, beneficiaries can electronically attest documents immediately and around the clock without the need to visit the Attestation Section at the Department of Consular Affairs building in the Diplomatic Area or government service centers. The service is available through the MOFA website with login using the National Authentication System. Receiving and delivering documents is in cooperation with Qatar Post and the Government Contact Center (109). Support for electronic services is available 24 hours a day, seven days a week, in nine languages. The news item also says further electronic services were to be added.
The news item reports that the Director of Consular Affairs said the application period takes one minute to obtain an electronically attested document. That is reported here as a launch claim by the Director, as stated in the news item dated 6 October 2024. It is not a guaranteed current processing time, and this guide does not present it as one. This guide also does not give online application steps beyond what the news item states, because the current online steps were not verified on the pages opened. In particular, do not assume the electronic route covers foreign degrees, birth or marriage certificates, or commercial documents. The news item does not verify the electronic route for those types.
What this guide does not cover
This guide does not cover fees beyond the seven civil documents listed above, online steps, required documents for each category, processing or delivery times, foreign educational degrees, commercial documents, translation requirements, or embassy-chain steps. Each of those was not verified on an opened official page. They are left out rather than filled in from other guides. If you need one of those angles, it needs a fresh check on the live MOFA e-services pages on the day you apply, including any fee or steps screens. Re-check the scope, eligibility, channels, and fee wording on the official MOFA pages before you act, because the pages can change.
