How to Change Your Address on Kuwait Civil ID

If you move house in Kuwait as an expatriate, the address registered in the Civil Information System must be changed. The official e.gov.kw service page covers non-Kuwaiti residents. One rule shapes the whole application: the entire family address must be changed. You can apply through the Sahel App or in person. The fixed fee is 5.25 KD, payable through PACI’s website or the Sahel App.

Who can apply, and how

The page states the service can be done “through the Sahel App or the Attendance of the concerned person, the legal guardian, or a legally authorized representative with a general power of attorney issued by the Ministry of Justice”. It also states: “The entire family address must be changed.”

No Sahel in-app steps or menu names are stated on the page, so none are given here. No owner-approval step is stated on the page.

Documents

All cases need: “Two (2) recent personal photographs that meet the required specifications (for each individual aged 5 years and above).”

The case documents below are as listed on the page. Find the case that matches your housing, and bring that case’s documents plus the photos and a passport copy.

  • Tenant: lease contract (owner as first party, tenant as second party, including the automated unit number) plus a copy of the property document, or an electricity bill not older than 6 months, or a Ministry of Justice real estate registry certificate, or the property authorised signature, plus a signed data-accuracy declaration and a copy of the tenant’s passport.
  • Meter in your own name: the same lease as above, plus an electricity bill not older than 6 months, plus the declaration and a passport copy.
  • Bank-mortgaged property: a copy of the property document in the bank’s name, a valid bank authorisation letter, the lease, the declaration and a passport copy.
  • Employer housing (ministries, authorities, institutions): an employer “To Whom It May Concern” certificate or official letter stating the automated unit number, plus the declaration and a passport copy.
  • Applying through a beneficiary, manager, agent or representative: a lease naming the owner and the representative as first party, plus the property document, bill, certificate or authorised signature, plus the representative’s Civil ID copy, the declaration and a passport copy.
  • Residing with the unit’s tenant: the lease, plus the property document, bill, certificate or authorised signature, plus an address declaration signed by the owner or representative, the direct tenant and the concerned person, plus a passport copy.
  • Heirs-owned property, heir as first party: the lease, plus the property document, bill, certificate or authorised signature, plus the heirs determination certificate, the signing heir’s Civil ID copy, the declaration and a passport copy.
  • Heirs-owned property through a legal representative: a lease naming the owner and the representative, plus the property document, bill, certificate or authorised signature, plus the heirs determination certificate, the representative’s Civil ID copy (plus the heir’s Civil ID copy if representing one heir), the declaration and a passport copy.
  • Company or sponsor-owned property: the property document, bill, certificate or authorised signature, plus the owner’s Civil ID copy if the property is registered in the company owner’s name, the declaration and a passport copy.

Where to go in person

The service can be done at the Public Authority for Civil Information (PACI) Headquarters in South Surra (Expatriates Registration Department / Collective Registration Department) or in Al-Tahrir Tower (Government Mall Registration Department). The evening period, from 3 pm to 7 pm, is at the Headquarters only.
