1. Visit the General Directorate of Residency MOI website at moi.gov.kw.

2. Click on the E-Services TAB and choose the “Get Reference Number” option.

3. Select your Nationality as Kuwaiti, or pick the “Other Nationality” option if you are a foreigner with an entry permit.

Documents Required for Changing Reference Number in Kuwait Civil ID

To successfully change your reference number in Kuwait Civil ID, you will need the following documents.

  • Your Civil Identification Number
  • Passport Number
  • Passport Expiration Date

Update Reference Number in Kuwait Civil ID

  1. Visit the MOI website at moi.gov.kw to update your Civil ID reference number.
  2. Click on the E-Services TAB and choose the “Update Reference Number” option.
  3. Fill in the required section with the requested documents.
  4. For first-time civil ID applicants, you will need to provide the following data.
    • Provide your Civil ID card number
    • Your passport number
    • Two passport-size photocopies
    • Personal information and residency stamp of security clearance
    • Fingerprint (biometrics)
    • Authentic birth certificate (for persons born in Kuwait)
    • Certificate of blood group
    • Address verification

  5. After providing all the necessary documents, cleick the ‘submit’ button.
  6. You’ll receive a notification containing a waiting period for changing your reference number.
  7. This process involves renewing your ID card in case of a change in sponsors, residency, or expiration.
  8. Once your documents are verified, you will recieve a new reference number from moi.gov.kw.

Note: Going to the PACI office yourself can make your reference number update faster, usually within 24 hours to a few days. On the other hand, doing it online will take 7 to 14 working days.
