Police Clearance Certificate in Qatar: Good Conduct Certificate Inside and Outside Qatar

A police clearance certificate in Qatar is a Good Conduct Certificate issued by the Criminal Evidences and Information Department of the Ministry of Interior. Citizens and residents may request it for study or employment, and for other purposes such as marriage and commercial activities. If you need this certificate for a job, for study, for migration, or for another stated purpose, start with the route that matches where you are. Inside Qatar, the Hukoomi page gives an online route through the Ministry of Interior e-services portal and a paper form route. From outside Qatar, the Ministry of Interior Conduct Certificate page lists four routes. The fee stated on the Hukoomi page is QR10 per application. This guide follows those official routes in that order, then the documents for an application from outside Qatar, the notes for people born in Doha or who arrived before they were 16, and the extra detail on the department context page. The official pages do not publish steps inside the current Metrash app; the only app wording on them uses the old Metrash2 name.

Apply inside Qatar online through MOI e-services

The Hukoomi page headed Apply for Good Conduct Certificate at Ministry of Interior states that citizens and residents may request the Criminal Evidences and Information Department to issue a good conduct certificate, with tracking of submitted applications. The online route on that page has five steps.

  1. Log in with a smartcard to the MOI e-services portal.
  2. Select General Services, then Good Conduct Certificate, then Application Request.
  3. Choose the purpose, and enter all required details.
  4. Attach the required documents by scanning or uploading them.
  5. Enter debit or credit card information, pay, and submit.

A smart card is required for the e-services route. If you are asking whether you can use the online route without one, the answer on the Hukoomi page is no, because the first step is a smartcard login. The page states that a downloadable payment receipt is received. It also states that you follow up through Application Follow up, not through a new application, including attaching missing documents. Use that follow up route if the department asks for a missing document, rather than starting again.

The Hukoomi page does not list the required documents for the online route. It states only that the documents are attached by purpose, and that the paper form states the documents by purpose. Do not treat the outside-Qatar document list later in this guide as the online document list. The online list is the list the form shows for your purpose, and you should read it on the live form before you upload anything.

The Hukoomi page also states: This service is also available via Metrash2. That wording is stale. Metrash2 is the old name, and the current app is named Metrash. The page gives no steps inside the current app. This guide therefore gives no in-app steps, and the stale line must not be read as a description of the current app route.

Apply inside Qatar with the paper form, and where to go

The offline route on the Hukoomi page is short. Download and fill out the paper form, and submit it to the Criminal Evidences and Information Department with the documents stated in the form, by purpose. The form, not a general list, states which documents your purpose needs.

The Hukoomi page names two centres. The first is the Criminal Evidences and Information Department on Salwa Road. The second is the Criminal Evidences and Information Office at the Ministry of Administrative Development, Labor and Social Affairs. The second office is for employment and study purposes only. If your purpose is marriage or a commercial activity, do not assume the second office covers it, because the page limits that office to employment and study.

The department context page, described in a later section, states that a request must be submitted by the concerned party or an authorised representative. If someone else submits for you inside Qatar, note that the representative route is stated on the context page, while the Hukoomi page states the online login and paper-form routes.

The fee stated on the Hukoomi page is QR10 per application. The contact details stated on the Hukoomi page are phone 44330000 and email info@moi.gov.qa. Those contacts belong to the Hukoomi service page. A different phone number and email address appear on the department context page, and they are listed separately later in this guide with that page as their source.

Apply from outside Qatar: the four routes on the MOI Conduct Certificate page

The Ministry of Interior Conduct Certificate page lists four ways to apply for the certificate from outside the country. Every route, address, phone number, and document item in this section comes from that page. The department context page does not state these four routes, and this guide does not attribute them to it.

The page first lists three purposes under the heading “Conditions for granting Good Conduct – Police Clearance – Certificate (PCC), for those applying from Qatar”: for Employment; for the purposes education and migration, etc; and for the purpose of marriage, commercial activity, etc. Those three items are placeholder links on the page, and no further detail for them was shown. This guide states them only as the purposes named on the page, and adds no condition from any other source.

The four outside-country routes, in the wording of the page, are:

  1. Through the Qatar embassy.
  2. Through the Metrash2 application or the website, where a valid residence permit is required. The Metrash2 wording is stale, as in the Hukoomi page above. The page gives no steps inside the current app and no website steps beyond the route name and the valid residence permit requirement. This guide gives no steps for this route beyond what the page states.
  3. By express mail, by sending all the required documents and the fees to the following address: Ministry of the Interior, Department of Criminal Evidences and Information, Salwa road, Zone no: 55, Area no: 30, PO Box 23004, phone: 2346737-2346717. The phone numbers are shown hyphenated on the page, and this guide keeps that hyphenated form.
  4. Through a relative or a friend in Doha. The applicant sends that person all the required documents with a power of attorney certified by the court and the competent authorities in the applicant country and the Embassy of the State of Qatar and the Ministry of Foreign Affairs. The applicant can ask the relative or friend to apply and receive the certificate. The processing fee should be paid on behalf of the applicant for the certificate, and the page states: It will be 10 QR only.

If you are asking whether a relative or friend can apply and receive the certificate for you, the answer on this page is yes, through route 4, with the certified power of attorney and the documents described. The page does not describe a separate collection method, and this guide states no delivery or collection method beyond the wording of route 4.

Documents you need for an application from outside Qatar

The Conduct Certificate page lists the required documents for an application from outside the country. The list is:

  • A formal letter addressed to The Director General of evidence and criminal information showing the certificate request and purpose.
  • Clear copies of the relevant pages of the applicant’s current passport and old passport that was used while in Qatar, with personal particulars, residence permit, and dates of first entry to the country and last exit from the country.
  • A full set of fingerprints, original, duly attested by a competent government authority at the country of the applicant.
  • Two recent passport-size photographs.
  • The required fees for processing plus mailing from outside the country, and from inside the country 10 QR. The page does not state the amount for processing plus mailing from outside the country.

Read that list as the outside-country list. It is not the inside-Qatar online list, and it is not a general fingerprinting procedure. The page states the attestation requirement for the fingerprint set in an outside-country application. It does not describe how fingerprints are taken inside Qatar, and this guide gives no fingerprinting procedure inside Qatar.

If you are asking what to do about an old passport, the answer on this page is to include clear copies of the relevant pages of the old passport used while in Qatar, with the residence permit and the first-entry and last-exit dates. Keep the current passport copies with the same set, so the department can see the personal particulars and the residence permit history together.

If you were born in Doha or arrived before you were 16

The Conduct Certificate page gives two notes, and this guide states them as notes on that page.

If the applicant is a resident born in Doha, he does not need to attach the PCC from his country with the application for the PCC from Qatar. But he should attach a copy of the birth certificate with the application. In plain terms, a Doha-born resident applies for the Qatar certificate without a home-country certificate in the set, and attaches a copy of the birth certificate instead.

Those who entered the country while they were under 16 years old should produce a copy of the passport that contains the date of first entry to the country. If you entered before you were 16, keep that passport copy ready, because the first-entry date in it is the point the page asks for.

The department context page also lists born in Qatar and entered under 16 among its exemption groups, in its employment discussion. That discussion is stated separately in the next section, with its own source, so the two pages are not merged.

What the MOI department page adds about employment and use outside Qatar

This section comes from the Ministry of Interior Evidences and Information Department context page. That page did not state the four outside-Qatar routes, the Salwa Road address and phones, or the QR10 fee. Nothing in this section should be read as coming from the Conduct Certificate page, and nothing in the earlier sections should be read as coming from this context page.

The context page states that a Good Conduct Certificate request must be submitted by the concerned party or an authorised representative. For employment, it states that Qataris need a statement of purpose, showing the entity and the purpose, and a QID copy. Residents additionally need an embassy-issued PCC attested by the Qatari Ministry of Foreign Affairs. If you are a resident applying for employment, do not treat the Qatari requirement as the full resident requirement, because the page adds the attested embassy-issued certificate for residents.

In the same employment discussion, the page lists exemptions for expatriates born in Qatar, those who entered under age 16, and residents of more than 10 years whose residency was not interrupted for more than 6 months. This guide states those three groups only as the exemption groups listed on this page in that discussion. It does not turn them into a general exemption from every certificate requirement, because the page states them in the employment context described here.

For use outside the country, for study or migration, the page states that former residents apply through the Consular Affairs Department via Qatari embassies, with certified fingerprints, a passport copy, a previous residence permit copy, and two 4×6 photos. Note the photo wording carefully. The Conduct Certificate page, in the previous section, states two recent passport-size photographs for an outside-country application. This context page states two 4×6 photos for the Consular Affairs and embassy route. Both wordings are recorded as shown on their own pages. They are not merged into one photo rule in this guide, and you should follow the wording on the page for the route you use.

The context page also states that inquiries can be made through the Ministry of Interior’s website and the Metrash2 application. The Metrash2 wording is stale, as flagged above. The page states that payment of applicable fees is required, without stating an amount on this page. The contact details stated on this page are phone 2346666 and email ceid@moi.gov.qa. Those are different from the Hukoomi page contacts listed earlier, and each set belongs to its own page.

Follow up, contacts, and what this guide does not cover

To follow up an application made through the Hukoomi online route, use Application Follow up, including attaching missing documents, rather than submitting a new application. A downloadable payment receipt is received on that route, as stated on the Hukoomi page.

For contacts, use the set that matches the page you are following. The Hukoomi service page states phone 44330000 and email info@moi.gov.qa. The department context page states phone 2346666 and email ceid@moi.gov.qa. The Conduct Certificate page states the express mail address and the hyphenated phones 2346737-2346717 for route 3. Do not mix the sets, because each set was stated on a different official page.

This guide does not state a processing time, a certificate validity period, a delivery or collection method beyond the wording of the outside-country routes, a fingerprinting procedure inside Qatar, or steps inside the current Metrash app. None of those items is stated on the official pages cited in this guide. If timing or delivery matters for your application, check the live Hukoomi and Ministry of Interior pages on the day you apply, and contact the Ministry through the contacts listed above, rather than relying on a time or a method stated elsewhere.
